As of today, 01st October 2025, employers must pay the wages due to third country nationals whose employment commences on or after 01st October 2025, exclusively by bank transfer.
This is in line with a new amendment to the Employment and Industrial Relations Act, Chapter 452 of the Laws of Malta which prohibits employers from paying third-country nationals (TCNs) in cash.
The amendment is aimed at curbing exploitation in the TCN labour market. It is complemented by the right of TCNs to access financial institutions through the opening of a basic bank account, as envisaged in the Credit Institutions and Financial Institutions (Payment Accounts) Regulations (S.L. 376.8). Notably, Article 3 of the Act specifies that wages are to be paid directly “to an account held in the name of the employee, or through an electronic transfer facilitated by an accredited and licensed financial institution.
